Kampala city council plans to computerize its revenue collection to increase efficiency in revenue collection and an improved revenue base.

KCC has acquired the Geographical information system (GIS),software to capture, store, analyze and manage data. With the GIS software, KCC will be able to allow its tax revenue collectors to create interactive queries, edit data, maps, and present the results of all its areas of operation.

City Mayor, Nasser Ntege Ssebagala, says that GIS will help KCC in planning for the city, investigate tax defaulters, strategically manage all its properties, investigate the history of city developers who would want to acquire more land from KCC, and to market and sale its properties.

The system will also help KCC to carry out proper Environmental Impact Assessment before approving any developments in the city. GIS also allows emergency planners to easily calculate emergency response times in the event of a natural disaster. The system can also be used to locate wetlands that need protection from pollution and destruction.

Ssebagala says that the decision to acquire GIS stems from the increasing revenue loss through undervaluing or undeclared revenue by companies which are contracted to collect revenue on behalf of KCC.

Ssebagala said the system will be adopted as soon as it is approved for use by the council.
