KCCA's Executive Director JKenipher Musisi at the carnival

Thousands were attending the carnival this morning while the Lord Mayor, Erias Lukwago and the Kawempe Mayor Mubarak Munyagwa were blocked from attending the annual event. They were instead led to Mukono for a different function.
