Uganda CSOs Slam Government's Proposed NGO Funding Rules as Threat to Civic Freedoms

Civil society organizations (CSOs) in Uganda voiced fierce opposition on March 23, 2026, to the government’s plans for tighter controls on NGO funding and accreditation. During a press conference in Kampala, activists argued these measures threaten fundamental freedoms and civic engagement.

Lawyer Andrew Karamagi of the Pan-Africa Union emphasized NGOs’ vital role in service delivery, governance accountability, and Uganda’s history of self-determination. He stressed that their existence is constitutionally protected.

Speakers recalled past government actions, including 2017 raids on groups like ActionAid and GLISS during the age limit debates, and the 2021 suspension of 54 NGOs under the 2016 NGO Act—some later overturned in court, such as Chapter Four Uganda.

Sarah Bireete, executive director of the Centre for Constitutional Governance, criticized the 2024 NGO Amendment Act for rendering the NGO Bureau legally invalid due to the absence of a properly gazetted board. She questioned its authority to impose sanctions.

Civic activist Job Kiija rejected proposals for a government-managed NGO fund, calling it a tool for control rather than support, especially given state inefficiencies.

The groups linked the timing to the upcoming 2026 elections, suspecting motives to mute voices on corruption, human rights, and electoral issues. They invoked Articles 29 and 38 of the Constitution, demanding an end to the Regulatory Impact Assessment process and fuller stakeholder consultations.

CSOs issued a statement urging reversal of all NGO suspensions to restore civic space.
