Ugandan Parliament Passes Motion to Boost Funding for Sickle Cell Disease Fight

Ugandan lawmakers have unanimously passed a motion urging the government to prioritize Sickle Cell Disease (SCD) as a critical non-communicable disease needing immediate budgetary support.
Hon. Asuman Basalirwa (JEEMA, Bugiri Municipality) introduced the motion on March 12, 2026, during a session presided over by Speaker Anita Among. He highlighted SCD as an inherited blood disorder caused by a mutation in the HBB gene, resulting in sickle-shaped red blood cells that obstruct blood flow and lead to severe complications.
Basalirwa pointed to alarming statistics: around 13.3% of Ugandans carry the sickle cell trait, with about 20,000 babies born with the disease yearly. Tragically, 6,000 to 9,000 children die before age five due to poor early diagnosis and limited care access.
The MP referenced constitutional duties to provide basic medical services and global concerns from the 59th World Health Assembly about SCD’s impact in developing nations. Despite Ministry of Health efforts like newborn screening and integrated treatment, funding shortages persist, exacerbating prevalence and mortality.
Hon. Hope Nakazibwe (Mubende Woman Representative) seconded the motion, stressing the need to treat SCD as an urgent burden. Hon. Dr. Charles Ayume (Koboko Municipality) advocated for awareness campaigns similar to HIV/AIDS efforts and proposed Shs5-10 billion for Hydroxyurea medication to ease patient suffering.
Hon. Col. Victor Nekesa (UPDF Representative) warned of the family and national strain from unsupported SCD cases, while Government Chief Whip Hon. Hamson Obua noted ongoing initiatives, including testing equipment in Lango sub-region facilities.
This development signals expectations for enhanced funding to improve prevention, screening, and management of SCD.
