NCDC Requests Shs17 Billion for Secondary Curriculum Overhaul and Teacher Training

The National Council for Curriculum Development (NCDC) is pushing for an additional Shs17 billion to fund key educational initiatives. This includes a full review of the upper secondary school curriculum, producing and distributing learning materials for Primary 1 to 3, and training teachers on the updates.

Dr. Bernadette Nambi, NCDC Director, presented these needs to the Committee on Education and Sports on April 8, 2026. She noted the funding is absent from the 2026/2027 budget but essential to raise staffing from 57% to 65% of the 236 approved positions, addressing burnout amid ongoing reforms.

Nambi pointed out that the Shs41 billion allocated to NCDC next year overlooks priorities like office space and vehicles.

Committee Chairperson Hon. James Kubeketerya urged stronger public outreach to clarify the new curriculum, as parents and teachers often express confusion on radio shows.

MP Hon. Nathan Itungo demanded specifics on curriculum flaws, such as misalignments, errors, and redundancies between primary and lower secondary levels, warning that understaffing risks education quality.

UPDF MP Hon. Jennifer Alanyo praised NCDC’s Kiswahili rollout, including training 956 teachers in the Eastern region, and called for nationwide expansion.
