15 Teachers and Scouts Jailed for Exam Cheating in Kasanda PLE Scandal

The Mengo Chief Magistrate’s Court, presided over by His Worship Adams Byarugaba, sentenced eight primary school teachers to one year in prison on Friday for involvement in examination malpractice. This brings the total number of convictions to 15, including teachers and scouts from Kasanda district.

The offenses occurred during the 2025 Primary Leaving Examinations (PLE). UNEB counsel Annet Kemali explained that the group, led by Nkoba Primary School’s director and the Kasanda District Inspector of Schools, unlawfully opened exam papers early, photographed them, and shared the images electronically with schools nationwide while selling access.

They also distributed answer guides that circulated widely across the country. The convicts pleaded guilty, which expedited the proceedings and led to custodial sentences. Magistrate Byarugaba emphasized that the ruling serves as a stern warning to potential offenders.

Beyond imprisonment, the teachers face disciplinary action and potential revocation of their teaching licenses. UNEB spokesperson Jennifer Kalule released the full list of the 15 implicated individuals.
