Psychiatrist Testifies Okello Sought Sanity Report for Ugandan Citizenship and Farming Venture

A psychiatrist testified in court that Christopher Okello Onyum, the prime suspect in the Ggaba killings, visited a clinic for a mandatory sanity evaluation to support his application for Ugandan citizenship. In the ongoing trial for the Ggaba daycare killings, Dr. Rogers Agenda, the 12th prosecution witness, recounted his psychiatric evaluation of prime suspect Christopher Okello Onyum.

Okello approached C-Care Clinic at International Hospital Kampala (IHK) on December 30, 2025, following a referral from the Ministry of Internal Affairs. The evaluation was required for his citizenship application.

During the assessment, Okello, who identified as a single Christian resident of Mbuga, shared his plans to establish himself in Uganda for commercial agriculture.

The thorough examination involved open-ended questions to screen for mental disorders. Okello reported no symptoms like excessive sadness, loss of interest, unusual fears, hallucinations, or substance abuse beyond occasional alcohol use. He also mentioned managing sickle cell disease and noted it was his first mental health visit.

Observing Okello as a calm, well-nourished middle-aged man with coherent speech, logical thoughts, stable mood, and no behavioral oddities, Dr. Agenda concluded he was mentally stable and free of disorders.

The signed sanity report affirmed Okello’s fitness to live and work in Uganda. The High Court hearing continues.
