Gulu University Suspends Dean of Students Dr. Stella Amero Over Shs 300M Discrepancy

Gulu University has taken decisive action by interdicting Dr. Stella Amero Eduan, its Dean of Students, after an internal audit exposed significant financial mismanagement.

University Secretary David Obol Otori issued a circular on April 21, 2026, enforcing a three-month suspension based on decisions from the audit and risk management committee’s meeting on April 17. The committee examined reports on the university medical unit and the dean’s office.

Key issues included missing payment vouchers, unaccounted funds deposited into Amero’s account for official use, and cash payments of Shs 214 million for student activities. Additional problems were irregular guild payments of Shs 87 million, a fraudulent Shs 6.6 million payout to fake beneficiaries, and lack of approved rates for student allowances.

The audit also noted poor procurement practices, improper cash handling, ignored work plans despite funding, and failure to pay allowances to students with disabilities—a major oversight.

Amero must surrender all university property, receive half her basic salary during suspension, and stay away from her office. She will have a chance to respond to the claims.

University spokesperson James Ojok Onono verified the interdiction, mentioning two other staff—a pharmacy technician and an accountant—also suspended. He stressed the presumption of innocence pending investigation.

Amero stated she will fully cooperate as a law-abiding citizen but deferred details to the university.
