Uganda Government Drafts Unified Law for Media and Digital Regulation

The Ugandan government is set to introduce a unified legal framework to oversee the media and digital sectors, merging various existing laws into one cohesive statute.
ICT and National Guidance Minister Dr. Chris Baryomunsi shared this update during celebrations for NTV Uganda’s 20th anniversary at the Sheraton Hotel. The new law aims to address the evolving communication landscape shaped by smartphones, social media, and instant information sharing.
Key statutes targeted for consolidation include the Uganda Communications Act 2013, Press and Journalists Act 1995, and parts of the Computer Misuse Act. Baryomunsi highlighted the need for stakeholder input from journalists and media houses to refine the legislation.
“Everybody now is a practitioner. Everybody is a journalist,” Baryomunsi observed, reflecting on how citizen journalism challenges traditional media’s dominance.
The reforms align with Uganda’s adaptation to the Fourth Industrial Revolution, incorporating policies on AI, blockchain, robotics, and the Internet of Things. The minister emphasized balancing innovation with safeguards against negative disruptions.
NTV Uganda’s managing director, Ms. Susan Nsibirwa, celebrated the station’s legacy of credibility and its shift to digital platforms, while Justice Minister Norbert Mao praised journalists’ resilience.
This development occurs amid past government actions like the 2021 Facebook restrictions and preparations for enhanced online monitoring ahead of future elections.
