Uganda's Push to Capture Digital Wealth Amid Tech Import Reliance

Uganda is experiencing rapid digital growth in areas such as mobile money, telecoms, software, and e-commerce. However, a significant portion of the wealth from these sectors flows out due to reliance on imported technology, foreign platforms, and outsourced services.

In education, for instance, small schools still use manual ledgers despite students owning smartphones. Local developers like Shane Senyonga of Schoolpal customize existing global tools and templates to create affordable solutions, as building from scratch would cost clients $5,000 to $10,000—far beyond most budgets.

Senyonga argues this pragmatic approach ensures efficiency and security without reinventing basics, though advanced apps demand more original coding. Challenges like limited funding, weak IP protection, and few high-paying clients hinder full local ownership.

Minister Monica Musenero highlights the trade imbalance: imports hit $10 billion annually against $7 billion in exports, much tied to tech goods. Her ministry promotes Innovation Drive Enterprises (IDEs) to solve industrial issues locally, aiming for 20,000 by 2040, including 100 unicorns, to add $405 billion to GDP.

Policies encourage buying from local firms for fiber optics and software to retain value and create jobs. Efforts include sovereign cloud projects and data sovereignty to reduce dependence on giants like Microsoft.

Permanent Secretary Aminah Zawedde notes training over 10,200 in ICDL certification for trusted skills, plus online investment data and projects like KayCeber ticketing to scale local innovations through collaboration.
