Uganda Aims to Enroll Two Million Children in Early Childhood Education by 2030

Uganda’s Minister of Education and Sports, Janet Museveni, announced plans to provide early childhood care and education to at least two million children by 2030. The commitment was revealed during the launch of the ECCE Policy 2025 at Nakivubo Blue Primary School in Kampala, with the statement delivered by State Minister for Primary Education, Dr. Joyce Kaducu.

The policy outlines eight strategies, including stronger coordination among government agencies and expanded services in underserved rural communities. It aligns with the National Development Plan and the Ministry’s Strategic Plan, aiming for 50% coverage of eligible children through dedicated funding.

Museveni emphasized the long-term benefits, noting that early childhood investments lead to better learning outcomes and healthier communities. ‘What happens in the early years shapes the future of a child and an adult,’ she stated.

Acting Director of Education Standards, Jane Frances Atima, revealed that over Shs19.74 billion will be allocated over five years for teacher training, quality assurance, regulation, health, and nutrition. She addressed criticisms by highlighting these planned interventions.

New regulations prohibit daycare centers from sharing premises with other schools to ensure age-appropriate environments. Daycare for children aged 0-3 falls under the Ministry of Gender and Social Development, while kindergartens for 3-5-year-olds are managed by the Ministry of Education and Sports.
