Uganda’s 1995 Constitution establishes Parliament as the top legislative authority, responsible for enacting laws, providing oversight, and representing citizens to ensure peace, order, and good governance.
Lawmakers hold positions of public trust, yet recurring issues of misconduct and corruption undermine this role. The article questions whether the incoming 12th Parliament will uphold honour or continue patterns of dishonour seen in predecessors.
Drawing from political thinker Andrzej Łobaczewski, it warns of dangers posed by leaders lacking empathy in power. Parliamentary rules and the Leadership Code Act demand integrity, honesty, accountability, and avoidance of conflicts, but enforcement falters due to political meddling and selective application.
Opposition voices face suppression, unlike ideals of open criticism for improvement. Bills like the Sovereignty Protection Bill are criticized for serving narrow interests over the public good, eroding trust in the legislature.
Strengthening impartial enforcement is crucial to bridge the gap between legal standards and reality, preserving democracy and public confidence.
