Gen Katumba-Wamala Calls Key Meeting to Fix Vehicle Registration Delays

Gen Edward Katumba-Wamala, Uganda’s Minister of Works and Transport, has called a joint meeting with car dealers from the Delight Car Dealers Association, clearing agents, the number plate producer Intelligent Transport Monitoring System (ITMS), and the Uganda Revenue Authority (URA).
The session aims to resolve ongoing challenges in vehicle registration processes, following earlier talks on April 13, 2026, where dealers highlighted key concerns.
Stakeholders note substantial improvements in daily operations ahead of the meeting. William Eripu from Delight Car Dealers Association praised the rollout of new number plates but flagged gaps, including agents demanding bribes and ground staff allegedly selling plates informally.
Winstone Katushabe, Commissioner for Transport Regulation and Safety and Chief Licensing Officer, blamed much of the delays on clearing agents who skip steps or drag out processes for profit. He pointed to agent errors, excessive fees, and faulty documents as common causes, advising users to check the MVR portal to track handling agencies. Incorrect customs declarations also contribute to hold-ups.
Joseph Tumwine from ITMS shared that their expanded Kyambogo facility now employs over 300 Ugandans, produces 2,500 number plate kits daily, and has hit 70% localization, on track to be East Africa’s first fully local production site by year-end.
