President Yoweri Museveni, speaking at International Labour Day celebrations in Buikwe District on May 1, 2026, called out the National Social Security Fund (NSSF) for investing its savings in government bonds rather than productive ventures.

He suggested NSSF should fund toll roads, which the fund could own, allowing affluent users to pay for faster travel while the government builds standard roads. Museveni noted challenges in finding investors for projects like the Kampala-Jinja link.

The president warned against using NSSF’s growing funds—projected to reach Shs50 trillion by 2034/35—for recurrent spending, labeling it a grave error.

Museveni announced a policy shift to build low-cost housing near industrial parks, either through private investors or the National Housing and Construction Company, using government-provided land.

He demanded stricter limits on fishing to prevent depletion of water bodies, comparing it to stadium capacity controls, and urged wetland farmers to switch to lucrative fish ponds, promising government support with fish farming prioritized next year.

Linking to NRM’s growth plan, he emphasized security, electrification, modern transport, and parish-level income tracking to eradicate poverty.
