As the world marks International Workers’ Day on May 1, 2026, Uganda’s PPDA emphasizes its role in fostering job creation and safe work environments through public procurement regulations.
The authority’s efforts resonate with this year’s theme: ‘Empowering the workforce and promoting decent work for competitive enterprise.’ Central to this is Section 61A of the amended PPDA Act, which mandates procuring entities to prioritize environmental protection, social inclusion, and innovation.
Revised Standard Bidding Documents now require bidders and entities to enforce social safeguards, tackling issues like disease spread, gender-based violence, child labor, and unfair conditions often seen in mega projects such as road construction.
Contractors must submit costed Environment and Social Management Plans (ESMPs) from procurement planning through project completion. Contracts demand ESHS specialists where needed, and PPDA audits ensure compliance, holding officers and firms accountable.
These measures span the full project lifecycle, promoting fair labor practices, hygiene, protective gear, and training for sustainable worker dignity.
