Renowned Ugandan Lawyer and Ex-Buganda Minister Peter Mulira Passes Away

Uganda’s legal community is grieving the loss of Peter Mulira, a highly respected senior counsel, longtime Daily Monitor contributor, and ex-minister in the Buganda Kingdom. His death was reported on May 2, 2026, ending a distinguished career marked by sharp analysis and dedication to the rule of law.

Mulira earned acclaim as an unmatched authority on Uganda’s legal and political past. Through his columns, he dissected key topics like land rights, the Mailo land system, and the 1962 and 1995 Constitutions, delivering bold critiques that urged accountability from authorities and traditional bodies alike.

In the Buganda Kingdom, he served as a minister under Kabaka Ronald Muwenda Mutebi II, helping bridge ties with the central government. He staunchly protected Buganda’s traditions, opposing changes to land tenure systems he saw as threats.

Kaitikkiro Charles Peter Mayiga praised Mulira as a meticulous researcher and documenter, highlighting his family ties to the Kabaka. Born to Eldard and Rebecca Muliira, his mother linked him to royal lineage through Ssekiboobo Ham Mukasa.

Even in later life, amid health struggles and property disputes—including a 2025 court auction in Mukono—Mulira stayed active, mentoring young lawyers and critiquing policies.

Tributes flooded in, with lawyer Eron Kiiza calling him a ‘principled lion’ who fought corruption and injustice via his practice, leadership, and writings. Funeral details will follow from his family and the Buganda Kingdom.
