Uganda Government Acts to Bolster Air Cargo Amid Auditor General's Warnings on Joint Venture Delays

The government has launched initiatives to enhance Uganda Air Cargo Corporation following the Auditor General’s report for 2024/2025, which identified delays in the Joint Venture Agreement (JVA) with Alpha MBM DWC-LLC.

Signed a year ago to improve capacity and efficiency, the partnership has seen pending actions from both parties. The foreign partner has not yet completed fleet expansion, additional financing, marketing efforts, or strategic alliances. Meanwhile, government obligations like infrastructure provision, route rights, and support services are being aligned.

A source close to the matter noted that the audit helps pinpoint issues and drive corrections, with the government committed to making Uganda Air Cargo competitive.

Financial strains persist, including Shs33.96 billion in receivables and Shs9.26 billion in payables as of June 2025. Revenue reached Shs12.42 billion against a Shs18.63 billion target, attributed to transitional hurdles and grounded aircraft.

The Ministry of Defence and Veteran Affairs will collaborate with Alpha MBM to fulfill commitments. This fits into a wider plan to boost logistics, exports, agriculture, and regional links.

The report’s advice will shape reforms for better coordination and growth.
