Eng Joselynne Rwabogo Rwakakooko Appointed Acting MD of UEDCL Amid Leadership Shakeup

Eng Joselynne Rwabogo Rwakakooko has been named acting Managing Director of Uganda Electricity Distribution Company Limited (UEDCL) effective May 2, 2026, replacing Paul Mwesigwa who was sent on forced leave. The Uganda Electricity Distribution Company Limited (UEDCL) has undergone significant leadership changes. Newly appointed interim chairperson Stella Marie Biwaga named Eng Joselynne R. Rwakakooko as acting Managing Director, effective May 2, 2026. This replaces Paul Mwesigwa, who was placed on forced leave.

Eng Rwakakooko brings over 20 years of expertise in electricity distribution, commercial operations, and utility management. She previously served as Chief Commercial and Operations Officer, leading key initiatives like emergency response teams and grid expansion projects. The board praised her for driving institutional transformation and operational improvements in the power sector.

These changes stem from actions by Energy Minister Ruth Nankabirwa, who terminated the contract of former chairperson Lydia Ochieng-Obbo and sent Mwesigwa on leave as part of governance reforms. The moves aim to enable a thorough review of UEDCL’s management and operations.

UEDCL, established under the 1999 Electricity Act, took over electricity distribution from Umeme Ltd on April 1, 2025, after the latter’s 20-year concession ended. It now manages a larger generation capacity of 2,052.6 megawatts and has maintained existing tariff structures, including lifeline and time-of-use options.

Recent governance issues at UEDCL follow an internal review ordered by the Ministry of Energy, amid concerns over performance and management. The company plays a critical role in national power distribution, making stability essential.
