President Yoweri Museveni held the final cabinet meeting of his current term at State House on Monday, May 4, 2026, followed by a luncheon to honor the outgoing ministers.

This ‘Fishermen’ Cabinet, appointed in 2021, drew from grassroots loyalists rather than established elites, reflecting Museveni’s vision of committed, leadable leaders akin to biblical disciples.

Museveni commended the team for advancing Uganda toward middle-income status through industrialization efforts and the Parish Development Model (PDM), aimed at integrating 39% of households into the money economy. He credited their focus on local production amid global challenges and expressed optimism for growth driven by stability and the emerging oil sector.

The President highlighted their role in the recent electoral success, calling it a shared victory, and urged stronger ethical standards, integrity, accountability, and patriotism in public service.

Museveni secured a seventh term in the January 15, 2026, election with 71.65% of votes under the National Resistance Movement (NRM), defeating Bobi Wine of the National Unity Platform (NUP) who got 24.72%. The polls faced accusations of irregularities, violence, internet blackouts, and repression, with dozens killed and results disputed by the opposition.

As the cabinet dissolves ahead of Museveni’s May 12 swearing-in, questions linger on whether he will stick with the populist ‘Fishermen’ style or shift to technocrats for 2026-2031.
