Fuel Shortage Jeopardizes Shs93.8b Luweero–Butalangu Road Upgrade in Nakaseke

The ongoing fuel crisis in Uganda is casting a shadow over the Shs93.8 billion Luweero–Butalangu Road project in Nakaseke District. Dott Services Limited, the main contractor, reports severe supply shortages, receiving only half of their required 40,000 liters weekly.
Engineer Isaac Ssebuliba noted that while the 29.7km road is 77.1% complete, the disruptions could push back the revised deadline of August 16, 2026. The project was already extended from May 2025 due to earlier hurdles like heavy rains and land issues.
Nakaseke Central MP Allan Mayanja Ssebunya highlighted 589 pending compensation claims, affecting 39% of project-affected persons. The Ministry of Works has disbursed Shs19.1 billion of the Shs31.3 billion allocated, with Shs12.2 billion outstanding amid valuation disputes and court cases.
Engineer Evelyn Kahuma from the ministry assured that all eligible payments will be made once legal matters resolve, despite some landowners rejecting initial valuations.
Despite setbacks, upgrades have brought benefits. Nakaseke LC5 chairperson Ignatius Kiwanuka Koomu pointed out that a 2km section through Lugogo swamp now reduces insecurity from criminal roadblocks. Farmers like Sadat Ssebuliba report faster, cheaper milk deliveries to Kampala.
Funded by BADEA (45.2%), OPEC Fund (44.4%), and Uganda (10.3%), the road is being paved to bitumen standard with culverts to manage flooding.
