The outgoing Ugandan Cabinet held its last meeting and luncheon at State House on May 4, 2026, marking the end of the 2021-2026 term with a mix of appreciation and forward-looking directives.

Prime Minister Robinah Nabbanja opened proceedings by reviewing her tenure, highlighting women’s leadership roles including herself, Vice President Maj Jessica Alupo, and Speaker Anita Among. She credited the Parish Development Model (PDM) for the NRM’s electoral success in January.

Vice President Alupo expressed thanks to Museveni for her opportunities to chair meetings and serve confidently.

President Museveni emphasized support for the Sovereignty Bill, aimed at curbing external influences on Uganda’s politics. He clarified it does not target church donations or donor-funded projects and urged the NRM caucus to advance it without disrupting productive funding.

Museveni commended the Cabinet for elevating Uganda to middle-income status and mobilizing for his 2026 victory, calling it a collective achievement. He warned the incoming Cabinet to eradicate corruption and ensure collective decision-making.

The mood shifted when he mentioned holding a list of corrupt officials, promising arrests once evidence is secured, leaving the room in stunned silence.

Cabinet meetings are chaired by the President or Vice President, comprising 32 full ministers and 50 state ministers. A new lineup is expected after Museveni’s inauguration on May 12 for his seventh term.
