Uganda Government Launches E-Recruitment System to Eliminate Bribery in Public Hiring

The Ugandan government is preparing to launch an electronic recruitment system for civil servants starting in the 2026/2027 financial year. This initiative aims to promote fairness by reducing direct contact between job seekers and officials.

State Minister for Public Service, Grace Mary Mugasa, stated that numerous Ugandans have been defrauded by corrupt individuals demanding payments for jobs that never materialize. The new platform will allow applicants to submit documents online, get shortlisted digitally, and conduct interviews virtually.

Mugasa emphasized that this approach will ensure selections based on merit rather than money or connections. A 2024 Inspectorate of Government report revealed severe issues, with 82% of applicants citing bribery as rampant. Between 2018 and 2022, job seekers faced demands totaling Shs78 billion, with Shs29 billion actually paid.

Bribe amounts vary by role: Shs40-50 million for senior department heads and about Shs3 million for entry-level positions like nursing assistants or Grade III teachers. The education sector saw the most demands, while health recorded the highest payments. Extrapolated nationwide, annual bribes could reach Shs42 billion.

To further combat corruption, the government is considering salary increases for LC1 chairpersons, Resident District Commissioners, and teachers, including those in arts subjects. Mugasa noted that better pay could deter bribery driven by low incomes.

Former Buliisa District Service Commission member Sulaiman Byabazaire welcomed the system, calling it a potential game-changer for fair hiring if implemented well.
