Uganda Law Society Mourns Veteran Lawyer Peter Mulira's Passing

The Uganda Law Society (ULS), alongside its HealthCare and Benevolent Fund and the Radical New Bar (RNB) Governing Council, issued a joint statement on May 5 mourning the loss of Peter Mulira, who passed away over the weekend.
Described as a fearless advocate and pillar of Uganda’s legal landscape, Mulira practiced for more than five decades, excelling in corporate, constitutional, family, and land law. Peers praised his dedication to judicial independence, intellectual sharpness, and bravery.
The tribute noted his key role in a 2005 constitutional petition challenging civilian trials in military courts, aiding opposition leader Kizza Besigye’s release before the 2006 elections. He also worked in the Buganda Kingdom government at Bulange, Mengo, defending Mailo land tenure systems.
Mulira mentored numerous young lawyers, earning acclaim for his guidance. The ULS invited tributes from those he influenced, as the society marks its 70th anniversary overshadowed by this loss.
The statement criticized the failure to award Mulira Senior Counsel status despite his stellar career, pointing to flaws in legal regulations. It demanded reforms for transparency, self-regulation, and alignment with UN standards on lawyer independence.
