Uganda's New Labour Law Curbs Casual Work, But Enforcement Lags Behind

Experts warn that without stronger mechanisms, the law's benefits may not reach those it intends to protect. Uganda introduced a new labour law to limit the use of casual workers, addressing long-standing concerns over job insecurity and lack of benefits. The legislation sets clear boundaries on how employers can hire temporary staff, promising greater protections for the workforce.

Despite these reforms, challenges persist in implementing the rules effectively. Labour officials and advocates highlight insufficient monitoring and penalties, allowing many businesses to continue old practices unchecked.

Millions of Ugandans rely on casual jobs in sectors like construction, agriculture, and services. Without robust enforcement, these workers face ongoing risks of unfair pay, no leave, and sudden dismissals.

Calls are growing for government action to bolster inspections, train enforcers, and educate workers on their rights under the law.
