IGG Launches Probe into New Encroachments on Busega-Mpigi Expressway Corridor

The Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, has directed probes and enforcement against renewed encroachments on the Busega-Mpigi Expressway and Standard Gauge Railway corridor. Speaking after a site inspection near Nabaziza in Kyengera Town Council, she expressed dissatisfaction with the Works Ministry’s response to illegal structures.
Muhairwe highlighted how some people are reoccupying compensated land or building anew within gazetted areas, taking advantage of construction delays. She vowed to identify and hold culprits accountable, while urging the Government Chief Valuer to improve transparency in compensating Project Affected Persons amid valuation complaints.
The inspection involved ministry officials and contractors like China Civil Engineering Construction Corporation. Works Ministry’s Isaac Ssekubunga confirmed enforcement has begun, with notices issued for demolitions on fully compensated sections. He noted plans to fence the completed expressway to curb future issues.
Field checks showed semi-permanent and permanent buildings violating the three-metre buffer rule under National Physical Planning Standards. The 27.3km project, linking Kampala to southwestern Uganda, has ballooned from Shs547.5 billion to Shs1.35 trillion due to expansions like interchanges and bridges.
Delays stem from funding shortfalls and land disputes, pushing completion to December 2028 if resolved. About 80% of 4,270 affected persons are compensated, with Shs30.5 billion pending. The toll road will feature interchanges at Busega, Kyengera, Maya, and Lungala to boost connectivity.
