Uganda Parliament Approves Shs1.1 Trillion Supplementary Budget for Museveni Inauguration, AFCON Prep, and LC Elections

Uganda’s Parliament has passed Supplementary Expenditure Schedule No.5, totaling Shs1.1 trillion for the 2025/2026 financial year. State Minister for Finance Henry Musasizi tabled the request during the May 5, 2026, plenary session.
The funds address key priorities, including Shs3 billion for President Yoweri Museveni’s inauguration, Shs29 billion for Ministry of Sports initiatives toward hosting AFCON 2027, and Shs56 billion for local council elections under the Ministry of Local Government. An additional Shs46 billion covers wage shortfalls across various sectors.
MP Fox Odoi-Oywelowo moved to suspend Rule 160, bypassing Budget Committee review, arguing the expenditures are vital for democratic processes like LC polls. He stressed the need to empower Ugandans to exercise their rights at grassroots levels.
Musasizi defended the supplementary under the Public Finance Management Act, noting some costs like the presidential ceremony exceeded initial budgets, while AFCON preparations demand immediate action on roads in Kira, stadium upgrades at Kadiba, and city branding in Hoima and Masindi.
Opposition voices raised concerns. Kira Municipality MP Ibrahim Ssemujju and Busiro East MP Medard Ssegonna labeled the items foreseeable, not emergencies, questioning the timing near the budget speech. Erute South MP Jonathan Odur called for a detailed list of villages for LC elections to ensure accountability.
