Uganda's Public Servants Miss Asset Declaration Deadline Amid Digital Hurdles

Uganda’s mandatory wealth declaration exercise for public officials has fallen short, with compliance dropping below 50% by the April 30 deadline. The Inspectorate of Government (IG) required all civil servants to submit declarations between April 1 and 30 as part of the five-yearly initiative to promote transparency and prevent illicit enrichment.
Preliminary data shows significant underperformance, particularly in rural districts. IG Deputy Spokesperson Farouk Kayondo confirmed no extension will be granted, though the online system remains accessible for late submissions.
Key obstacles include unreliable internet, scarce technical support, and limited digital skills among older workers. In Lwengo District, a teacher noted the challenges for those unused to computers and smartphones, calling the system slow.
Iganga officials highlighted poor awareness and unclear guidance, with many learning of the deadline late. Email verification bottlenecks, due to insufficient trained staff and centralized processes, caused long delays and discouraged participation.
Non-compliance under the Leadership Code Act risks sanctions like warnings, suspension, dismissal, fines, or jail. Experts warn that lax enforcement could erode trust in accountability measures and urge better digital infrastructure and training.
Some officials, like Kyotera’s Frugencia Nakakawa, struggle with email issues but persist. Upcoming enforcement will test the IG’s resolve amid these practical challenges.
