Government to Fund Apaa Land Dispute Inquiry Commission

The government is set to release funds to facilitate a stalled commission of inquiry aimed at resolving the long-standing land dispute in Apaa.

State Minister for Northern Uganda Rehabilitation, Kenneth Omona, announced that the necessary funding will be provided in the next financial year. He explained that the lack of financial resources has been a significant impediment to the commission’s progress in investigating the root causes of the violence and recommending a sustainable solution.

The commission, chaired by former Chief Justice Bart Katureebe, was established by President Museveni to address the conflict that has led to loss of life, displacement, and destruction of property.

Apaa, a contested area of approximately 42 square kilometers situated between Amuru and Adjumani districts, has been a site of recurring violence between the Acholi and Madi communities, both claiming ancestral ownership.

Minister Omona emphasized the government’s commitment to restoring peace and security in the region, enabling residents to resume normal lives and engage in productive activities. He urged the communities to shun violence and focus on development, particularly agriculture.

The conflict, which dates back to 2011, has also seen claims from the National Forestry Authority and Uganda Wildlife Authority, who consider the land part of a forest reserve and game reserve, respectively. Previous attempts to resolve the dispute, including a parliamentary inquiry and mediation led by former government officials, have not yielded a lasting solution.
