Nwoya CAO Arrested Over Alleged Embezzlement and Abuse of Office

The Chief Administrative Officer (CAO) for Nwoya District, Janephar Nantume Enguyu, has been arrested and charged with multiple offenses including abuse of office and gross misconduct. These allegations stem from a review of district procurement and administrative reports, which uncovered syndicated corruption.
Ms. Enguyu is accused of falsifying financial records for road construction projects that were never completed. Specifically, investigations point to concerns over funds allocated for road maintenance and repairs, with reports indicating that millions of shillings were accounted for but works were either partially done or not done at all. Roads such as Wiianaka-Aswa-Amuru, Purongo-Lagaji, and Goma-Poli are cited as examples of discrepancies.
Further allegations include the establishment and operation of two illegal livestock markets. Along with two businessmen, Ms. Enguyu is accused of allowing these markets to operate without adhering to proper procedures, leading to the alleged theft of over Shs 20 million in unremitted collections. The Nwoya Resident District Commissioner, Christopher Omara, had alerted the Inspectorate of Government (IGG) about these suspected criminal activities.
Additionally, Ms. Enguyu faces scrutiny over the construction of a staff house at Coorom Health Centre II. The building was reportedly constructed under a high-voltage transmission line, leading to its demolition, and was allegedly built without proper procurement procedures or stakeholder consultation.
Ms. Enguyu was arrested on April 27 and initially remanded to Luzira Maximum Prison on charges of abuse of office. She was later released on bail on May 4. Investigations into these matters are ongoing, with the aim of recovering public funds and holding those responsible accountable.
