Ankole's Social Fabric Frayed by Rising Alcohol Abuse

What was once a cornerstone of social cohesion and cultural practice in Ankole has reportedly devolved into a significant social crisis, with alcohol consumption at its core.

Traditionally, local brews like tonto and waragi played a central role in ceremonies and community gatherings, governed by strict social norms. However, residents, leaders, and health experts observe a drastic shift, with alcohol consumption moving from a controlled practice to a widespread problem.

Elders and businesspeople in the alcohol trade note that commercialization has overshadowed traditional communal control. This shift has led to an increase in illicit and unsafe brews, driven by profit rather than social harmony. Past practices of communal accountability, where elders maintained order and anti-social behavior was addressed openly, have largely disappeared.

Family counselors report a surge in domestic violence and family breakdowns directly linked to alcohol abuse. The impact extends to economic productivity, with many individuals reportedly starting their day with alcohol, reducing their capacity to work and contributing to poverty.

Mental health specialists also point to alcohol and substance abuse as major contributors to mental illness in the region, exacerbated by weakening family structures and poor parenting.

Efforts to curb the crisis are reportedly hampered by weak laws and enforcement. While police acknowledge alcohol abuse contributes to crime and are working with community leaders, the cycle of arrests and releases for offenders continues. Some also attribute the rise in abuse to unemployment and economic frustrations, leading youth to seek solace in alcohol.

Concerns are growing as a proposed law, the Alcoholic Drinks Control Bill, 2023, aimed at strengthening regulations, was rejected by Parliament in August 2024, leaving a gap in addressing the escalating issue.
