Uganda Enacts Sovereignty Protection Law Amidst Debate

Ugandan President Yoweri Kaguta Museveni has officially signed into law the Protection of Sovereignty Act, 2026. The new legislation, announced on May 17, aims to regulate activities perceived as being influenced by foreign interests within the country’s political landscape and governance structures.

The Act mandates that individuals and organizations acting on behalf of foreign entities must register with the government. This registration process will require the disclosure of operational details, funding sources, and affiliations with foreign powers. The department responsible for peace and security within the Ministry of Internal Affairs has been designated as the primary body for implementing these new regulations.

A key aspect of the law, and one that has generated considerable discussion, criminalizes actions that promote foreign interests deemed detrimental to Uganda’s national interests. Proponents of the Act argue this measure is crucial for safeguarding national sovereignty against external interference. However, critics express concerns that the broad wording could potentially stifle political opposition and limit the scope of civil society organizations operating in Uganda.

Supporters of the Protection of Sovereignty Act believe it will bolster Uganda’s independence in making crucial national decisions. Conversely, opponents fear the law might introduce stricter controls on political dissent and curtail the activities of civic groups that receive support from abroad. The government has also equipped authorities with powers to monitor adherence to the new law, including oversight of foreign political funding and penalties for non-compliance.
