Gen. Muhoozi's endorsement of Tayebwa for Deputy Speaker sparks criticism

The recent endorsement of outgoing Deputy Speaker Thomas Tayebwa for another term by the Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, has drawn sharp criticism from political analysts and legal experts. Gen. Muhoozi, who also chairs the Patriotic League of Uganda (PLU), announced via social media that PLU MPs and aligned members would support Tayebwa for the position, following guidance from President Museveni.
Analysts, such as Yusuf Sserunkuuma, suggest this move indicates a pattern of selectively weaponizing corruption allegations rather than consistently addressing them. He argues that political survival in the current system hinges more on utility to power centers than on accountability, and that Tayebwa’s endorsement signals a departure from genuine parliamentary democracy.
Constitutional lawyer Peter Walubiri raised concerns about the military’s increasing role in civilian political affairs. He stated that the army commander should not be endorsing political candidates, suggesting an unconstitutional transfer of power and an “effective military takeover” of the country’s political landscape.
Activists like Agather Atuhaire and Sarah Bireete of the Center for Constitutional Governance echoed these sentiments, describing the endorsement as a “coronation” and a sign of normalized institutional undermining. They question the legal and constitutional basis for the PLU’s involvement and criticize the selective application of anti-corruption measures, arguing that Tayebwa, like Speaker Anita Among, was part of the leadership structure facing accountability issues.
Tayebwa, who has frequently represented the First Family at official events, thanked Gen. Muhoozi and President Museveni for their trust. This endorsement appears to have preempted potential competition for the Deputy Speaker role, despite other legislators having declared their interest and the ruling party traditionally considering gender balance.
