UPDF Finishes Kisalosalo Road; Muhoozi Eyes KCCA's Road Budget

The Uganda Peoples’ Defence Forces (UPDF) has announced the near completion of Kisalosalo Road in Kawempe Division, a project that was both funded and constructed by the army.

The development coincides with a strong declaration by Chief of Defence Forces Gen. Muhoozi Kainerugaba, who asserted on social media platform X that the entire budget for Kampala’s roads will soon fall under his purview as CDF. He stated, “I will determine who builds and repairs roads.”

Gen. Muhoozi attributed years of poor city infrastructure to corruption and mismanagement, specifically referencing the former Lord Mayor Erias Lukwago’s tenure. “Floods in Kampala have been caused by 40 years of corruption in the city,” he posted, adding, “UPDF is taking charge.”

Lt. Abraham Kato, deputy project engineer for Kisalosalo Road, confirmed that the UPDF Engineering Brigade completed 100% of the work and funded the project. The road has been widened, and new pedestrian walkways and drainage channels have been installed. Lt. Kato highlighted the UPDF’s capability for larger infrastructure projects, citing the successful renovation of Namboole Stadium.

This is not the first time the UPDF has been involved in city road projects. In 2023, the Special Forces Command Construction Regiment undertook several road works in Kampala Central Division after securing a contract from the Kampala Capital City Authority (KCCA).

Despite the UPDF’s efforts, KCCA Lord Mayor Eng. Balimwezo Nsubuga emphasized that all contractors must adhere to standard procurement processes, including competitive bidding, for city projects.
