Kenya to Compensate Uganda Over 2022 Border Killings

Kenya has formally agreed to a cultural compensation roadmap, known as “Okukaraba,” to address the tragic killing of four Ugandan geologists and two UPDF soldiers in Karamoja in 2022. The agreement was reached during high-level talks in Kampala between Ugandan officials and a Kenyan delegation.

This framework emphasizes cultural justice mechanisms for reconciliation and compensation, moving beyond traditional judicial processes. Uganda’s Vice President Jessica Alupo, who lauded Kenya’s commitment, noted that President William Ruto sent a special envoy to President Yoweri Museveni, signaling strong bilateral intent.

Alupo also acknowledged Kenya’s prior actions, including neutralizing the perpetrators and accepting the “Okukaraba” settlement proposal. She stressed the profound pain the incident caused Uganda’s scientific community, defense forces, and the nation at large, highlighting the process’s aim to restore social harmony and bolster border community cooperation.

Following the directive for technical teams from both nations to begin immediate consultations, Alupo emphasized the urgency for resolution, stating that the bereaved families and the involved Turkana herdsmen deserve closure and a dignified resolution. The discussions also touched upon broader bilateral cooperation, including a 2024 memorandum of understanding on shared border resources and security.

Technical teams are now tasked with developing compensation packages, implementing monitoring mechanisms, and addressing outstanding bilateral issues, with recommendations to be submitted to both Heads of State swiftly.
