Rubanda Officials Warned Against Selling Government Jobs, Demanding Bribes

Henry Musasizi, the State Minister for Finance (General Duties), has strongly cautioned public officials in Rubanda District against engaging in corrupt practices, particularly the illicit sale of government employment opportunities. Speaking at the swearing-in ceremony for newly elected district councillors and the LCV chairperson, Musasizi stressed that recruitment into public service must be solely based on merit, with no room for bribery, favoritism, or manipulation.

“Jobs are not for sale. We shall not tolerate corruption or the practice of asking job seekers for money,” Musasizi declared. He insisted that individuals should be evaluated through interviews, and the most qualified candidates selected, rather than having positions pre-arranged for specific individuals.

The minister revealed that he had received reports implicating a human resource officer in alleged irregular recruitment, where a job was purportedly set aside for someone outside the standard application process. He highlighted a specific case where a teacher, identified only as Anthony, allegedly paid Shs4 million for a government payroll position but never received it, describing the act as criminal and exploitative.

Musasizi also voiced concerns regarding corruption in public procurement, accusing some district officials of repeatedly awarding contracts to companies that deliver substandard work. He urged local leaders and stakeholders, including religious leaders and Resident District Commissioners, to collaborate in anti-corruption initiatives and strengthen accountability mechanisms.

During the same event, other leaders also spoke about different issues. Bruce Kabaasa Balaba called for reforms in Uganda’s education system to address high dropout rates, while Evelyne Ninsiima Kikafunda pledged to work with district leaders to enhance service delivery and foster development. Kikafunda also commended the residents for supporting leaders focused on unity and progress.
