Denis Obua Reflects on a Demanding Political Career, Juggling Four Offices

Denis Hamson Obua, a seasoned politician with a career spanning two decades in Uganda’s legislative and executive branches, reflects on the intense demands of public office. At 46, Obua has served seven years in Cabinet and 20 years as a Member of Parliament, beginning as the Youth MP for the northern region in 2006.

His journey in Parliament included a stint as a backbench commissioner, where he provided strategic, financial, and administrative support. Obua credits his leadership experiences, including his time as spokesperson for the Commonwealth Youth Forum and a clerical officer in State House, for guiding him through these responsibilities.

Obua also served as the State Minister for Sports, a period marked by budgetary constraints and institutional power struggles, yet also by significant achievements like Joshua Cheptegei’s world records and Uganda’s best-ever Commonwealth and Olympic results. He proudly notes earning the nickname ‘golden minister’ during his tenure.

A significant challenge arose in July 2022 when Obua was appointed Government Chief Whip. This role entailed managing four distinct positions: Government Chief Whip, MP for Ajuri County, a Cabinet role at the Office of the Prime Minister, and the chairperson of the NRM Parliamentary Caucus. This required immense discipline and strategic planning, especially when navigating controversial legislation such as the Anti-Homosexuality Bill and the Coffee Bill.

Despite these demanding roles and facing strong opposition, Obua’s successes were often attributed to meticulous strategic planning and caucus meetings. He notes the importance of intentionality in parliamentary debates and the need for MPs to be well-prepared.

Obua recently lost his parliamentary seat but remains active within the NRM, serving as the vice chairperson of the northern region on the party’s Central Executive Committee. His tenure as MP saw considerable development in his constituency, including the creation of new sub-counties, schools, health centers, and extended electricity and borehole services.

“Holding four offices at once was no small feat,” Obua remarked, emphasizing the need for discipline and emotional intelligence in leadership. His reflections offer a candid look at the pressures and triumphs of high-level public service in Uganda.
