Kampala's New KCCA Executive Unveiled Amidst Calls to Tackle Flooding and Poor Roads

Kampala is set to see a renewed push for service delivery as Lord Mayor Ronald Nsubuga Balimwezo has officially inaugurated a new executive team for the Kampala Capital City Authority (KCCA). The appointments, announced at City Hall, aim to put an end to political infighting and concentrate efforts on tackling the capital’s long-standing urban challenges.

Faridah Nakabugo has been named the new Deputy Lord Mayor and will also serve as the Executive Secretary for Human Resource and Administration. Other key appointments include Shamim Nambasa as Executive Secretary for Finance, Godfrey Luyombya for Physical Planning and Works, and Dr. Judith Nalukwago for Social Services. The new executive largely reflects the majority held by the National Unity Platform (NUP) in the KCCA council.

Lord Mayor Balimwezo emphasized the need for collaboration, stating, “We must work together if we want to improve service delivery in Kampala. The people who elected us expect action, not endless political disagreements.” He highlighted that the city faces chronic issues such as rapid population growth, traffic congestion, youth unemployment, and inadequate drainage, which routinely cause destructive flooding in key areas like Bwaise and Nateete.

Deputy Lord Mayor Nakabugo acknowledged the significant public expectations placed on the new team. She pledged to combat corruption within KCCA, recognizing its detrimental impact on service delivery and development. Nakabugo also pinpointed the city’s crumbling road networks and failing drainage systems as crises requiring immediate attention, noting the severe financial losses faced by traders due to flash floods. Plans are also underway to advocate for more public markets to address youth unemployment.

Despite the NUP’s dominance, the opposition National Resistance Movement (NRM) has indicated a willingness to cooperate. NRM Councillor Ali Kalule Salongo stated, “We will support the newly appointed team in the interest of serving Kampala residents,” underscoring the expectation that all leaders serve citizens equally, irrespective of political affiliation.
