Jacob Marksons Oboth-Oboth, at 55, has stepped into the prestigious role of Speaker for Uganda’s 12th Parliament, securing a significant majority of 441 votes. Colleagues describe him as experienced, hardworking, and down-to-earth, traits they believe will usher in a new era for an institution grappling with corruption and mismanagement allegations.
His ascent to this third-highest office in the nation was not without its challenges. Oboth-Oboth was passed over by his party on two previous occasions before finally clinching the Speaker’s seat. This latest bid gained significant momentum following endorsements from Gen Muhoozi Kainerugaba and his Patriotic League of Uganda (PLU), which subsequently led to approval from the ruling National Resistance Movement (NRM) party’s Central Executive Committee.
With over 15 years of legislative experience, Oboth-Oboth brings a wealth of knowledge, having chaired influential committees such as the Committee on Rules, Discipline and Privileges, and the Legal and Parliamentary Affairs Committee. A lawyer and Intellectual Property expert, he holds a law degree from Makerere University and a Master’s in election and cyber law from the University of Minnesota. His background also includes service as a State Attorney in the Ministry of Justice and Constitutional Affairs and a role as deputy attorney general for the Tieng Adhola Cultural Institution.
Oboth-Oboth first entered Parliament in 2011, representing West Budama South, and later switched to the newly created West Budama Central constituency. Though he served his initial terms as an Independent, he often collaborated with the NRM, notably spearheading the committee that endorsed the removal of the presidential age limit in 2017. He officially joined the NRM before the 2021 elections, initially vying for the Deputy Speaker position before his eyes were set on the Speakership. He also served as Minister of State for Defence and Veteran Affairs, a role where he championed improved soldiers’ welfare and the UPDF Amendment Act.
Upon assuming office, Oboth-Oboth pledged to lead a corruption-free Parliament, emphasizing zero tolerance and a commitment to holding the executive accountable. His leadership faces the critical task of restoring the Parliament’s image, which has been criticized for being a rubber stamp to the executive and plagued by maladministration.
