Museveni Orders Top Security Officials on Forced Leave Amid Shs31 Billion CCTV Bribery Probe

President Yoweri Museveni has initiated a sweeping anti-corruption investigation, directing key figures within Uganda’s security apparatus to step aside. The affected officials include Lt. Gen. Joseph Musanyufu, Permanent Secretary of the Ministry of Internal Affairs; Mr. Aggrey Wunyi, Under-Secretary at the Uganda Police Force; and Assistant Inspector General of Police (AIGP) Felix Baryamwitsakyi.

These officials have been ordered onto a six-month forced leave to facilitate a thorough probe into allegations of corruption and extortion. The investigation centers on the National CCTV and Command Centre project, specifically concerning the maintenance and payment of a local contractor, Dealan Associates Limited.

The presidential directive, articulated in a letter dated May 23, 2026, stems from a whistleblowing report presented by Internal Affairs Minister, Major-General (Rtd) Kahinda Otafiire. The report detailed how Dealan Associates Limited, a company composed of Ugandan scientists, was allegedly denied payments after refusing to comply with demands for bribes from ministry and police officials.

President Museveni noted that despite securing Shs31.37 billion from the Ministry of Finance for the project, the Ugandan contractor remained unpaid due to alleged bribe demands channeled through a middleman identified as Hassan Serunjogi. The President has ordered the immediate payment of Barbra Katisi, representing Dealan Associates Limited, and called for the criminal prosecution of Serunjogi if evidence supports the charges.

The National CCTV project, crucial for addressing urban crime and high-profile assassinations, initially involved Chinese firm Huawei. However, due to international sanctions, Huawei partnered with Dealan Associates Limited for local operations and maintenance. The suspension of payments to the local firm raises concerns about the operational status of the critical security infrastructure.

The State House Anti-Corruption Unit (SHACU) will lead the investigation, and the Head of Public Service has been instructed to appoint acting replacements to ensure unhindered ministry operations. Efforts to obtain comments from the Ministry of Internal Affairs and the implicated officials were unsuccessful at the time of reporting.
