Petition challenges Ogwal Oyee's Lira Service Commission confirmation

Questions are being raised about the suitability of Frederick Ogwal Oyee for his position on the Lira City Service Commission. Two individuals, Phillips Ogile and Tony Oming, have lodged a petition with the Ministry of Public Service, urging them to reject Ogwal Oyee’s confirmation.
The core of their argument centers on a perceived conflict of interest, citing that Ogwal Oyee’s status as a significant cultural figure makes him ineligible for a role within local government administration. Petitioners contend that Ogwal Oyee is recognized as the de facto Paramount Chief, or “Won Nyaci me Lango,” a position they believe is incompatible with serving on a public service commission.
This challenge emerges amidst an ongoing leadership dispute within the Lango cultural establishment, where multiple individuals claim the paramount chieftaincy. The petitioners also referenced a 2025 High Court ruling and the constitution of the Lango Cultural Foundation to support their claim that Ogwal Oyee’s past role as prime minister effectively placed him in line for the paramount chief position upon the death of the previous holder, Yosam Odur Ebii.
The petition specifically points to Section 11 of the Institution of Traditional and Cultural Leaders Act, 2023, which they state prohibits cultural leaders from engaging in administrative, legislative, or executive functions within government structures. This, they argue, is a direct contravention of the law and could compromise impartiality in public service recruitment.
However, Jacob Ocen, spokesperson for the Lango Cultural Foundation, has dismissed the petition, asserting it will have no bearing on Ogwal Oyee’s tenure. Ocen stated that Ogwal Oyee is already serving his second term in the role and suggested the petitioners are merely seeking attention. The Ministry of Public Service has yet to issue a public statement regarding the petition.
