New Ministers to Be Sworn In Monday at State House Entebbe

The Ugandan cabinet is poised for a formal beginning as newly appointed ministers and ministers of state will take their oaths on Monday, June 8, 2026. The official swearing-in ceremony is scheduled to take place at State House, Entebbe, commencing at 8:00 AM, as confirmed by the Head of Public Service and Secretary to Cabinet, Lucy Nakyobe.

This event marks the official commencement of duties for the 81-member cabinet, comprising 41 men and 40 women, for the 2026-2031 term. The lineup, announced by President Museveni on May 26, saw significant changes, including the departure of veteran Finance Minister Matia Kasaija.

Notable appointments include Balaam Barugahara as Minister for Local Government, Sanjay Tanna as Minister for Trade, and Gen Katumba Wamala as Minister for Public Service. The composition of the cabinet was recently adjusted by Parliament, allowing for 30 Cabinet Ministers and 51 Ministers of State, as per constitutional amendments.

The Appointments Committee of Parliament recently concluded its vetting process for most appointees. However, the Minister of Education and Sports, Janet Kataha Museveni, was not vetted due to undisclosed reasons. Dr. Lawrence Muganga, appointed Minister of State for Internal Affairs, was rejected by the committee for holding dual citizenship.

In a subsequent reshuffling prior to the vetting, President Museveni made further adjustments to ministerial portfolios. Dr. Jane Ruth Aceng was moved from the Ministry of Health to the Ministry of ICT, replacing Dr. Chris Baryomunsi, who took over the Ministry of Health. In a last-minute alteration, Dr. Aceng was then reassigned to Parliament as Chief Whip, with Justine Kasule Lumumba moving to the Ministry of ICT. This latter change was necessitated as Ms. Lumumba’s initial appointment to ICT was deemed contrary to law, given she was not a serving Member of Parliament.
