A new chapter in Uganda’s governance has begun with the swearing-in of 78 newly appointed Cabinet ministers and Ministers of State. President Yoweri Kaguta Museveni presided over the formal ceremony at State House Entebbe, where the appointees took both the Oath of Allegiance and the Oath of Minister. This signifies their official commitment to serving the nation.
The Head of Public Service and Secretary to Cabinet, Ms. Lucy Nakyobe Mbonye, guided the proceedings. The event saw attendance from senior government officials, judicial leaders, security chiefs, and the families and friends of the newly sworn-in ministers.
President Museveni briefly addressed the ministers, congratulating them and wishing them success in their roles. Among those taking the oath were Vice President Jessica Alupo and Prime Minister Robinah Nabbanja. Several prominent figures, including Rt. Hon. Rebecca Kadaga as First Deputy Prime Minister, Rt. Hon. Dr. Crispus Walter Kiyonga as Second Deputy Prime Minister, and Rt. Hon. Lukia Nakadama as Third Deputy Prime Minister, also assumed their offices.
The comprehensive list of sworn-in ministers spans key portfolios such as the Presidency, Security, Kampala Capital City and Metropolitan Affairs, Agriculture, Fisheries, Energy, Finance, Health, and Internal Affairs, among others. This extensive group includes both full Cabinet ministers and Ministers of State, indicating a broad reshuffling and appointment across government departments.
The oaths taken are a critical constitutional requirement, binding the ministers to uphold national loyalty, protect the Constitution, offer sincere advice to the President, and maintain the confidentiality of state matters. Ms. Nakyobe emphasized that this commitment involves prioritizing national interests above personal ones and serving citizens with diligence and integrity. An induction training program is scheduled to equip the ministers with essential knowledge of government procedures and responsibilities.
Despite the large number of appointees, five ministers were absent, with one reported as indisposed. The Public Service stands ready to support the new cabinet in translating government policies into tangible results for the people of Uganda.
