Uganda's 2026/27 Budget to Spearhead 'ATMS' Growth Agenda

Uganda is gearing up for the 2026/27 fiscal year with a strategic budget designed to align with the ATMS (Agriculture, Tourism, Minerals, Manufacturing, Science, Technology, and Innovation) growth agenda. This move signals a departure from fragmented planning towards a more integrated development model, accelerating the nation’s Ten-Fold Growth Strategy.
The agriculture sector is central, with a focus on increasing production and strengthening value chains for agro-processing and exports. Interventions include expanding fertilizer use, promoting climate-smart agriculture, enhancing extension services, and investing in irrigation. The government also aims to bolster agricultural laboratories to meet international standards and boost production in sectors like palm oil, fisheries, and dairy.
Tourism is another key pillar, with the Ministry of Tourism prioritizing destination marketing and infrastructure upgrades to attract more visitors and extend their stays. Preparations for the Africa Cup of Nations (Afcon) are expected to provide a significant boost, driving investments in hospitality and transport. Conservation efforts and heritage site development are also on the agenda.
In the minerals and energy sector, the focus is on mapping and quantifying natural resources to attract investors and guide sustainable extraction. Plans include formalizing mineral markets and expanding oil and gas production, particularly in connection with the East African Crude Oil Pipeline. Electricity supply to industrial parks and major transmission projects are also prioritized.
The Science, Technology, and Innovation Secretariat is driving research-led industrialization, aiming to transform Uganda into a technology producer. The emerging automotive industry, including local bus production and development of an SUV platform, is set for expansion. Research in pharmaceuticals, artificial intelligence, and satellite technology are also key areas.
Human capital development through skills enhancement is crucial for the ATMS agenda. Investments in sports infrastructure for Afcon will also support educational facilities. Reforms in Technical and Vocational Education and Training (TVET) will involve employers more closely in curriculum development. The government also plans to construct and rehabilitate numerous schools.
Transport infrastructure remains vital, with advancements planned for the Standard Gauge Railway and continued road development. Uganda Airlines will receive further capitalization to improve connectivity, and tourism roads will be upgraded to support economic activity.
