Inspector General of Police (IGP) Abas Byakagaba has outlined plans to deploy a significant portion of the 9,952 newly graduated police constables to sub-county policing units. This strategic move is intended to operationalize the remaining 960 sub-counties that currently lack adequate police presence.
Speaking at the graduation ceremony in Masindi, attended by President Yoweri Museveni, Byakagaba reported that the sub-county policing model is gaining traction. Currently, 1,231 sub-counties have been covered, with substantial deployments of officers, motorcycles, and communication devices already in place.
The recent intake of recruits marks a significant increase in the Uganda Police Force’s manpower, raising the total number of officers to over 58,000. This brings the police-to-population ratio closer to the international benchmark, though the IGP acknowledged that further recruitment is necessary to address attrition and fully cover all sub-counties.
Byakagaba has requested authorization to recruit an additional 3,000 personnel annually for the next five years to sustain and expand police coverage. President Museveni, present at the ceremony, urged the police force to leverage modern tools such as canine units and the expanding CCTV network to combat crime more effectively, emphasizing the importance of evidence and public cooperation at crime scenes.
