Ex-Ugandan Soldier Denied Bail, Faces US Extradition for Terror, Drug Charges

Michael Katungi Mpeirwe, formerly serving in the Uganda People’s Defence Forces (UPDF), will remain in custody following his appearance at the Buganda Road Chief Magistrate’s Court. An arrest warrant issued by the United States has initiated extradition proceedings against him.

Mpeirwe is wanted in the U.S. by the District Court for the Eastern District of Virginia to face a three-count indictment. He is alleged to be part of a conspiracy involving the distribution of five or more kilograms of cocaine destined for the United States. The charges also extend to a plot to possess illegal firearms, including a machine gun and destructive devices, in connection with drug trafficking.

Furthermore, the indictment includes a charge of conspiring to provide material support to a designated foreign terrorist organization. The U.S. government’s request for extradition is reportedly based on the 1988 United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

Mpeirwe’s defense lawyer, Musa Nsamba, signaled an intent to challenge the extradition process, citing a lack of disclosed legal documents. He argued for bail, but Chief Magistrate Ritah Neumbe denied the request, stating the hearing was procedural.

The court ordered the prosecution to submit its formal extradition application by July 1, with the defense due to respond by July 7. Mpeirwe has been remanded until July 10, when the extradition hearing is slated to commence.
