State House Uganda has officially launched its Strategic Development Plan, Client Charter, and Service Delivery Standards during a ceremony at the Sheraton Kampala Hotel. The initiative signifies a renewed commitment to improving institutional performance and public service.
Officiating the launch, the Minister of State for Economic Monitoring, Hon. Santa Sandra Alum Ogwang, emphasized the critical role of State House staff in supporting the Presidency and contributing to national development. She urged for strengthened implementation, accountability, and a focus on service delivery, particularly as Uganda gears up to implement the 2026–2031 National Resistance Movement (NRM) Manifesto and the Fourth National Development Plan (NDP IV).
Hon. Ogwang highlighted the government’s aspirations for increased household incomes, economic monetization, and employment, stressing that success hinges on efficiency and integrity across all public institutions. She echoed President Yoweri Kaguta Museveni’s directive for the new term: “no more sleep and no more corruption,” calling for hard work and ethical conduct from public servants.
The newly launched Strategic Development Plan is designed to translate the President’s vision and national aspirations into concrete actions. The Client Charter and Service Delivery Standards are expected to enhance transparency, accountability, and citizen-centered service delivery. The State House Comptroller, Ms. Jane Barekye, described the launch as the culmination of a thorough process to boost institutional capacity and support the President and Vice President in their constitutional duties.
Ms. Barekye urged staff to actively implement the commitments outlined in the documents, stating that their effectiveness would be measured by tangible results. The Head of Human Resource Management, Mr. Benon Twinobusingye, also noted the launch as a significant milestone providing a clear roadmap for achieving State House’s strategic objectives.
Officials from the Ministry of Public Service and the National Planning Authority commended the collaborative effort in developing these crucial documents. The success of the plan will ultimately depend on its practical implementation and continuous performance measurement to ensure alignment with Uganda’s national development priorities.
