The Office of the Minister for the Presidency has become aware of a concerning trend where individuals are impersonating officials and soliciting money from the public with false promises of securing positions as Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), or their deputies.

A public notice released on Wednesday, July 1, 2026, highlighted that these fraudsters are misleading citizens by claiming to have influence over government appointments. This practice is not only criminal but is designed specifically to defraud unsuspecting individuals.

The notice clarified that all appointments for RDCs and RCCs are constitutionally mandated to be made exclusively by the President of Uganda, as per Article 203 of the Constitution. It was emphasized that there are no intermediaries, agents, or brokers involved in this selection process.

Furthermore, the Office stressed that the government does not charge any fees or require any form of payment, including “facilitation,” for public service appointments. Citizens are strongly cautioned against offering any money to anyone claiming to be able to secure these positions.

Reports suggesting ongoing recruitments or reshuffles outside of official channels were also dismissed. The Office stated that any claims of offering RDC jobs for money are fraudulent and malicious. These schemes aim to exploit citizens, create confusion, and erode trust in the integrity of public service appointments.

Members of the public are urged to report any individuals or groups involved in these scams to the nearest police station for investigation and prosecution. The government remains committed to transparency and merit in all appointments, and warned that those engaging in fraudulent activities will face legal consequences.
