United Nations Secretary-General António Guterres has publicly expressed his attention to the unfolding political situation in Uganda. Through a statement from his spokesperson, Stéphane Dujarric, Guterres noted reports concerning the detention of political activists and civic actors. Of particular concern are cases where individuals’ whereabouts have not been clearly established, raising fears of enforced disappearances.

The UN chief took the opportunity to remind Uganda of its national and international commitments to safeguarding fundamental human rights and freedoms. He specifically highlighted the importance of freedom of expression, including a free and independent media, as well as the rights to personal liberty and security. Guterres urged all parties involved to exercise restraint and to uphold the rule of law and constitutional principles.

This statement arrives amidst a period of heightened political tension in Uganda. Numerous opposition politicians, government critics, and civil society members have faced arrest or detention in recent months. Notable figures include Dr. Kizza Besigye and former Kampala Lord Mayor Erias Lukwago. Even former Minister Miria Matembe and activist Sarah Bireete have experienced detentions.

Human rights groups have consistently voiced worries regarding alleged enforced disappearances, extended detentions without due process, and the shrinking of civic space. They are calling on Ugandan authorities to adhere strictly to legal procedures and respect constitutional guarantees.

Furthermore, the UN’s concern extends to the state of press freedom in Uganda, particularly following actions targeting the Nation Media Group. These developments have drawn widespread criticism from both local and international media and human rights organizations.

Ugandan authorities have previously asserted that all security operations are conducted legally and have refuted claims of politically motivated arrests, stating that any detentions are subject to the country’s legal framework.
