Senior political figures and stakeholders in Kikuube District are emphasizing the urgent need for reconciliation after a divisive LC V chairperson by-election. The electoral process, marked by the disqualification of an NRM flag bearer and the subsequent victory of a rival as an independent, has fractured the 26-member district council.
Concerns are mounting that this political rift could lead to paralysis in governance and significantly hinder the delivery of essential services to residents. Legislators and local government officials are warning that without immediate dialogue and a spirit of unity, the district’s progress will suffer.
Minister for Bunyoro Affairs, Grace Mary Mugasa, stressed that the focus must shift from political contests to practical service provision. Kikuube Woman MP Florence Natumanya echoed this sentiment, urging the newly elected Chairman, Paddy Kisembo, to act as a unifying force for the district’s diverse communities.
Past experiences have highlighted the detrimental effects of such infighting. Buhaguzi East MP Stephen Asera recalled how previous council disputes led to delays in crucial development projects, including vital upgrades to health facilities. He stressed the importance of intentional unity for the district’s betterment.
In response to the growing concerns, Kikuube District NRM Chairperson Francis Kazini has initiated a reconciliation process, planning to engage with councillors, sub-county leaders, and other key stakeholders. Newly sworn-in Chairman Paddy Kisembo has also acknowledged the existing divisions and has begun reaching out to opposing camps, including Philip Mbabazi, to foster collaboration.
Kisembo has pledged to be a chairman for all residents and has called for a merger of political forces to prioritize the district’s service delivery needs. The effectiveness of this reconciliation effort will be crucial in ensuring a cohesive and functional local government. Maintaining a strong working relationship between political leaders and technical staff is also seen as vital.
