Deputy Speaker Thomas Tayebwa has issued a directive to the government, emphasizing that Members of Parliament (MPs) must be notified before ministers embark on launching development projects in their respective constituencies. Tayebwa stated that the current practice of sidelining elected representatives undermines accountability and the authority of Parliament in overseeing public funds.

Speaking at the closing of a five-day induction for legislators at Speke Resort Munyonyo, Tayebwa stressed that MPs, who are responsible for appropriating funds for these projects, deserve to be involved and respected.

He highlighted that this directive stems from numerous complaints by MPs who feel excluded when development initiatives are rolled out in their areas without their knowledge or participation. This exclusion, he noted, has also led to political concerns, with some believing project launches are strategically used to undermine sitting legislators.

Tayebwa’s pronouncements underscore a growing friction between the legislative and executive branches concerning the visibility and ownership of constituency development programs. MPs argue that being left out of project launch ceremonies weakens their connection with constituents and erodes their vital oversight responsibilities.

The induction program itself was aimed at equipping members of the 12th Parliament with essential knowledge on parliamentary procedures, rules, and expectations as they commence their legislative duties.
